The league would execute rules and the union would challenge them via a sped up complaint if no contract is reached.

Last Friday, Chiefs quarterback Patrick Mahomes revealed optimism concerning the ability of the NFL and the NFL Players Association to fix any and all distinctions standing in the way of a 2020 season. Now? Not.
Its a far cry from the optimism Mahomes expressed on July 10, during a look on ESPN: “The NFLPA and the NFL are talking it through and trying to determine the very best method for us to return and play the sport we enjoy, keep ourselves safe and follow the ideal procedure so were not hurting anybody else or hurting ourselves. I have trust that the people in charge will do the right thing and get us out there playing the sport we love and doing it the ideal method.”

Theres still a chance a contract will be reached. The NFL continues to be a deadline driven company. However, the due date is here. Its time for the two sides to figure out their distinctions and then sign up with forces to handle the far larger threat to the 2020 season.
